Customer Successes: General Services Administration (GSA)
"Having the ability to talk to the [JReport] engineers actually building and maintaining the software was a huge benefit at the time of installation and remains a benefit today for troubleshooting."
- Kevin Payne Director of Systems Applications for Federal Acquisition Service
The General Services Administration (GSA) is an independent agency of the US Government that works to manage and support the basic functioning areas of federal agencies by delivering products, services, and policies to its federal customers across several business lines. The Federal Acquisition Service (FAS) is one such business line with 10 different program areas and the responsibility of offering cost-effective, innovative solutions across government including products and services, technology, motor vehicle management, transportation, travel, and procurement and online acquisition tools.
The GSA/Federal Acquisition Service required an internal reporting solution that could be seamlessly embedded into an application and provide dashboard functionality to support daily operations. Much of FSA's reporting needs are focused on the procurement of transportation vehicles including automobiles, trucks, and buses from the budgeting stages all the way through placing the actual orders and vehicle disposal. Reports contain a wide range of data such as vehicle configuration, makes and models, MPG, greenhouse gas emissions, etc. in addition to helping to track the processing of the order with estimated shipping dates and payment details. These types of reports and dashboards serve the needs of the daily operations staff as well GSA executives.
With so many reports needing to be recreated, the process of reengineering them from scratch was very time consuming using its original application software that, in itself was moving towards obsolescence. Identifying this as a growing potential problem for the future, FAS made the switch to a Java based system. In need of a replacement reporting tool that could be implemented quickly and easily to keep their daily operations running smoothly, FAS began their search in the marketplace for Java reporting tools.
The JReport Solution
"FAS needed a sophisticated reporting tool that could meet the government's strict security requirements. It also had to be adaptable and provide high performance to all of our different user levels," said Kevin Payne Director of Systems Applications. "These factors were in addition to needing a tool that was written in Java, and that was both easy to use and deploy."
After comparing many different solutions including some open source software, seeing a demo presentation from the JReport product team confirmed for FAS that JReport was the best solution to meet all of its core criteria and more and began the process of deploying both JReport Designer and JReport Server in their application. JReport provided FAS with the quick and easy installation they were looking for, serving as a comprehensive solution to their reporting and dashboard needs. JReport's user friendly features and intuitive design also helped to meet the shallow learning curve criteria sought by FAS for its new tool. Since JReport is 100% Java, it is able to be seamlessly integrated into existing applications completely matching their look and feel.
With this type of integration, FAS was able to take the SQL statements used to make reports in its previous environment and implement them directly into JReport, further cutting down lead time to production. Additionally, JReport allowed FAS to use only one database for both reporting and transactions simultaneously, eliminating the need to offload data to another server and conduct each action at different times providing FAS real-time agility in their BI environment.
Though JReport is not the only BI tool in the FAS environment, FAS has found JReport to be superior, making reports much more rapidly than their other solution. With the intuitive architecture and user friendly features, JReport enabled FAS to deploy a solution "out-of-the-box", with an extremely short lead time for implementation, the ideal end-goal for the organization. Juggling many reporting projects during their transition to Java, FAS needed the advanced 100% Java reporting functionality JReport provides combined with its ability to be learned and used right away. The Federal Acquisitions Service now also utilizes JReport in their strategic sourcing initiative for small package delivery service to monitor program cost savings and delivery service performance.
JReport also provided an added benefit for FAS both at its launch and throughout their tenure as a customer via Jinfonet's technical support. "Having the ability to talk to the [JReport] engineers actually building and maintaining the software was a huge benefit at the time of installation and remains a benefit today for troubleshooting" according to Kevin. All of these benefits have helped FAS to grow and contribute to the key operational goals of GSA's strategic business plan, particularly innovation, by developing more productive administrative operations through technology.
